Supervision of nuclear materials transfers between civil and defence fields

​In accordance with Decree n° 2011-1537 codified in articles R*.1333-20 et seq. of the Defence code, CTE verifies that any nuclear material transfer from an activity under Euratom safeguards to an activity out of Euratom safeguards, and vice versa, complies with the modalities specified in the above mentioned Decree. They include, in particular, the provisions of the Euratom treaty and of the European Commission regulation n° 302/2005 (dated 8 February 2005) related to Euratom safeguards implementation.

The issuance of authorisations, associated to the analysis of civil nuclear material accountancy declarations sent to the European Commission, allows CTE to ensure that transfers out of Euratom safeguards only occur for nuclear material without any peaceful use obligation and that there is NO transfer contrary to France's commitments.

This initial verification carried out by the CTE under its national duties is complemented by the control exercised by the EC on compliance with Euratom commitments.
