Authority for Euratom and IAEA Safeguards implementation in France (international Nuclear Safeguards)

CTE is also the French authority for Nuclear Safeguards on nuclear material (and related items) applied in France by the European Commission inspectors pursuant to Euratom Treaty chapter VII (Euratom safeguards), and by the IAEA (International Atomic Energy Agency) inspectors pursuant to the Agreement between France, the Euratom Community and the IAEA for the application of safeguards in France and to its additional protocol. CTE works in close relation with the French Governor to the IAEA as well as with the main concerned ministries.

​Consequently, CTE is the point of contact of the European Commission, of the IAEA and of nuclear material holders in the frame of missions listed above.

It also benefits, in the frame of its missions for the implementation of international safeguards, from the technical support brought by IRSN (DEND/SNPC).

CTE also ensures that some provisions of the international commitments taken by France in relation with the peaceful use conditions of nuclear materials, equipment and technologies are complied with, while respecting national strategic interests.

It is, pursuant to Decree n° 2011-1537 dated 16 November 2011, one of the stakeholders involved in the supervision of nuclear materials transfers between civil and defence fields with the responsibility to authorise transfers of nuclear material under Euratom safeguards of nuclear material previously affected to defence needs and vice versa, in full compliance with French international commitments.
